A guide, not eligibility
- Each listing sets its own range. A building's units are set at chosen percentages of AMI, and its listing on Housing Connect gives a minimum and a maximum income for each unit and household size. Those figures are the ones that count. Being under a limit here doesn't mean you'll be over a listing's minimum.
- Minimum incomes. In HDC-financed buildings the minimum is based on 35% of the unit's gross yearly rent. If you have little or no income, a voucher that covers the rent may stand in for it. HDC: income eligibility · checked 22 October 2026
- Other tests. You must be 18 or over, and there are limits on assets and on owning property. The marketing agent checks your income and documents if your application is picked. HPD: Do you qualify? · checked 22 October 2026 HPD-HDC asset and property limits · checked 22 October 2026
- The chart changes every year. HUD sets AMI each year and HPD publishes the new chart. These are the 2026 figures for households of one to eight; HPD's chart also covers larger households.

What rent can I qualify for?Private landlords often use the 40x rule instead: yearly income of 40 times the monthly rent. Lottery units don't; they use the income range in each listing.
